Reads to me more like there’s a shared garage and the new neighbor had something stolen from their vehicle when another resident left the garage door open. Or possibly the whole garage area isn’t gated and someone left the building entrance door from the garage open, so the theft was from a lobby. If the “common areas” are out on the street, wouldn’t the new resident have to have left his own garage open? In which case he has only himself to blame.
I’m willing to bet that over the years, most of the theft and damage in the building has been to cars in the garage. Cameras placed there would also have caught the culprit as they entered. Rather than place them everywhere, maybe at least restrict them to the garage.
Nothing wrong with “suddenly.” I probably should have used it in my previous comment. It’s just that sometimes you want to say “all of a sudden.” Especially at storytime. The extra time helps build the suspense. “Suddenly” is more sudden in that it just jumps in there. With “all of a sudden,” the subject isn’t ready but the listeners are.
“of the sudden” (1570) actually predates “of a sudden” (Shakespeare) according to my OED as squinted at through the nifty magnifying glass. But it’s been considered obsolete for a long time despite having all of a sudden experienced a resurgence.

But that sounds correctable… So not having any people assigned to checking on railroads and making sure the system recognizes them as railroads would be due to miserliness on the part of Tesla then… And might also say something about why some Teslas have been known to drive into bodies of water (or children, but that’s probably a different instance of miserliness)
I’m pretty sure Tesla self-drive does a lot of stupid things you never would, too. That’s why they want you at the wheel, paying attention and ready to correct it in an instant! (Which defeats the whole benefit of self-drive mode imho, but whatever)

But the schoolmarm in me brings me back to tell you that, because of the “y-” in the way “union” is pronounced, standard usage is “a union” even though it starts with a vowel. The reason we use “an” is to avoid an awkward slide from the a to the vowel, but in words that start with the “you-” sound it’s not necessary.

I see. Since I live in a condo, our HOA dues pay for all the common area maintenance, trash collection, insurance, and because the plumbing wasn’t fully converted it covers everyone’s water as well. We elect a Board and use a management company but big expensive decisions are voted on by the whole HOA. But I get your point, it could be either.
