The first schools in England to install what the government described as “Great British Energy solar panels” bought them from Chinese firms, the BBC has learned.
About 10 years ago I worked at a company that had broken ground on a solar factory in the UK. The government cancelled subsidies for solar and they pulled out.
Germany was the leading manufacturer of solar panels in the early 2010s. The government pulled subsidies to re-enter nuclear power and killed the entire industry

Well yeah, no shit, it isn’t like you can build an entire domestic industry in 12 months (outside of a world war anyway).
Earlier this year, the law was changed to ban GB Energy from investing in renewables if there is evidence of modern slavery in their production.
